When starting MICA2, an astronomical almanac program published by the US Naval
Observatory, it temporarily freezes while showing the splash screen, freezing
the entire desktop, and after a few minutes without me doing anything, it then
unfreezes and resumes normally. After that I can use the program as I usually
do without any problems, and close it without any problems.

Unfortunately I do not know of any download link. It was distributed by the US
Naval Observatory via CD-ROMs in the 1990s. It currently seems to be
discontinued or abandoned; I have emailed USNO and gotten no response.

My understanding is that the software produced by the US Government authored by
federal employees as part of their job is classified as public domain, but I
may be mistaken.

Thank you for the instructions. I will provide the logs you requested after my
next test. Hopefully it may reveal the source of the problem.
