However, Office 2010 32 bit does not install on arch linux 64 bit even when a NEW, SEPARATE 32 bit prefix environment has been set

Your log shows:
--- snip --- $ export WINEPREFIX=$HOME/.wine-wow/ $ winecfg $ export WINEARCH=win32 $ wine <installer> --- snip ---
This recipe is kind of pointless.
You obviously set the prefix to an existing prefix '~/.wine-wow' (there is no terminal message indicating prefix creation when you run 'winecfg').
Also setting WINEARCH on existing prefix is useless, you can't change the prefix to 32-bit _after_ it has been created.
Please make yourself familiar what WINEPREFIX means and how it works.
Wine appdb has sections dedicated to MS Office installation, with many hints, notes.

I am sorry only to include the later part of the log files. I have created the first clean new WINEPREFIX yesterday and try to repeat the same thing today. winecfg does not show anything because I have tried it yesterday on the same prefix.
I understand that this page is not for end-user support. But googling and the link in the previous comment does not contain the same error I got.
Now, I just tried on another prefix with different name. Please check log.
