Small window

When Protel 99SE is minimized it brings up a very small window 7 x 23 pixels,
which must be minimized from the task bar, before protel can be maximised
again.
It seems to be a titlebar as it can be dragged when left-clicked.
How do i find the cause/fix for this, it is the main annoyance when using
Protel in wine.

Note: Changing window manager 
eg. compiz -> metacity
metacity -> compiz -> metacity
compiz -> metacity -> compiz
etc
Removes this issue for the loaded instance of Protel 99SE

Note:
If Protel is loaded and window manager is reloaded, to compiz or metacity, the
very small window is removed.
However protel cannot be minimized by clicking it on the taskbar when it is
maximised. It can only be minimised by clicking the - on the titlebar.
I have also noticed this with various apps in windows in certain situations.
