I guess this isn't socket related.  As you've 
tested, native ws2_32 seems to work even without 
"c:\windows\hosts" file present.  So should do we.  
Maybe WRT suite needs a testcase, where "hosts" file 
is removed before calling gethostbyname() and 
restored afterwards?
