After upgrading to wine1.2-rc1 on Xubuntu 10.04 I don't have any font smoothing in neither old wine prefixes, nor in newly created ones. And registry values also do not affect font smoothing. So, I cannot enable font smoothing at all.
Font smoothing can be easily checked in winecfg, Graphics tab. Just play with Screen Resolution slider to make text bigger, so that you can see if it is smoothed or not.
