Delphi's date picker (TDateTimePicker) does not have day, month or year
selected when first tabbed into.

You need to press the right-arrow to select the day (or month, or year).

Confirmed with Delphi 2006, 2009, with and without windows themes enabled.
Might happen with no-Delphi apps as well, but unconfirmed.

Please try with native comctl32 first (install with "winetricks cc580"). And
attach a compiled binary to test please, I assume that no code customization
was done, only a component on a Form, right?

Maybe fixed? I don't have problem Delphi7 or Turbodelphi Explorer, wine 1.3.22
