Putting the full directory and changing to it is exactly the same in OS X.  But
just in case, I tried it anyway and the same thing happens.

I can confirm this bug on OS X 10.6.8 (64-bit) using wine 1.3.24:

MacBook-Pro:1964 john$ wine 1964.exe 
wine client error:9: partial write 98
