It looks like steam bug and not anything related to the game. But If you have issue running the game it could be this bug

Where do you see Steam here? The 'int $3' instruction is just the compiler emitted code for assert()/DebugBreak(). Just because you see it in Steam client/games doesn't mean it's automatically Steam. It's a standard mechanism, present in many places in many apps and games.

This issue is still valid in Wine 1.9.22, could we get it reclassified as "NEW" or something of the sort? Yes, there is a native version of the game but the Windows version does expose some Wine bugs...
The game installs Visual C++ 2008 but other than that, my prefix is clean.
Wine 1.9.22, 32-bit Windows XP prefix.
I see some HLSL shader parsing errors and I am sure that installing the native version of d3dcompiler_43 would work around those errors.

Yes, after adding native d3dcompiler_43 the game works in Wine 1.9.22-72-gf7187ec.
