It's not http://bugs.winehq.org/show_bug.cgi?id=16942 as far as I can tell, I tried everything. Clean prefix, winver=windows7, disabled mmdevapi. When I tried native dsound I lost the sound in the cut scenes.

Now there is sound ingame and cutscenes.
Additional notes:
Installed DirectX and VC runtime bundled with the game in the dir "redist".

not working solution for me. Tested on Gentoo amd64, wine 1.3.21 tried two systems with same config- no result, moreover if i set dsound=native, game not starts at all. Also tried install DirectX and vcrun included in game.

Try a clean WINE prefix (I think it's not necessary)
Install Directx from the CoD:BO game directory.
Set winever to XP.
Set dsound to builtin.

I tried to run Black Ops on Wine 6.0-rc2 and 6.0-rc1-staging in Fedora 33, but the game refuses to start, so there is no way to test the sound. It seems problems starting Black Ops are also reported in ProtonDB (https://www.protondb.com/app/42700), so there may have been a regression since my March 2019 message.
