In the game World of Tanks the actual cursor appears as a black rectangle with a "stop prohibited" road sign in it. There is also an arrow which should represent the mouse cursor but it does not move as mouse moves, only changes position when mouse makes click.
This makes gameplay very difficult. The game is available freely for download.

When I launch WorldOfTanks.exe it starts but the mouse cursor (arrow) does not move until clicked. Actual mouse cursor is not visible.

The black square is still there. Since it's an outdated version, you will not get past the login screen.
Did the black rectangle was also shown in the menu?
For me, the gameplay itself was fine, it only manifested in the login screen and garage.

When the problem was present I tried a few variants, including the one you gave (they are listed in the AppDB page), but at that time it did not help me.
The bug as described in the title is no longer present and was fixed by the game developers; I suggest to mark it as invalid or worksforsome, unless somebody will research the older version I linked earlier.
