Your message sounds a bit like it worked or at least behaved different with older versions of Wine. Is this a regression? If yes, please run a regression test (see http://wiki.winehq.org/RegressionTesting for more details).

The Options menu works for me in Wine 1.9.5 installed from the official Arch repos and the GOG.com version of the game patched to the latest version (2.2.4).
I did notice that the following lines are missing from the Robert's terminal output:
fixme:d3d9:Direct3DShaderValidatorCreate9 stub Auto-detected texture resolution: 3
@Robert, can you list what winetricks you have installed? You can find out by typing "winetricks list-installed" in terminal. Also, please list whether you are using any library overrides and also where you got Wine 1.9.5 from (source, repos etc.)
In order to get the game to run at all I had to run "winetricks directx9" and set the overrides to xaudio2_7 to "native, built-in"

I would suggest to close this bug report since nothing got really fixed in wine? And open new bug reports about the known issues without winetricks recipes.
