I think this is a dupe of bug 40366 which also seems to be a dupe.

What game are you trying to run that requires manual installation of directx?
Did you try skipping the installation the attempting to run the game anyway?

Skyrim, and yes... run but with a bug: it stop when begin the dialogs.

Can you build wine yourself and include this patch?

or try wine-staging 1.9.20 version or newer?
