On my freshly installed Steam on wine I encounter the above error, when trying to start Reflex Arena (Quake Live works, haven't tried other games).
I tried installing DirectX End-User Runtimes (https://www.microsoft.com/en-us/download/details.aspx?id=8109) but the installation failed in the end.
I also tried renaming and removing all xaudio2_*.dll files in c:\windows\system32.
Both attempts didn't work, haven't found anything similar in the internet and on WineHQ except Bug 36059, which isn't exactly similar and therefore couldn't help me.
Log files c:\windows\system32\DirectX.log and c:\windows\system32\DXError.log are attached.
I'm not a experienced wine-user, so sorry if this post is somehow obsolete.

--- Comment #3 from Paul paulmatti@protonmail.com --- Thanks for your Idea, I installed 4.0-rc4 (the error occured with version 4.0-rc3) and ran steam with it. And viola! it works (at least for Reflex Arena).
I completely reinstalled wine and steam, that was easier for me than working with prefixes. (I missed to catch the terminal output.)
I'll mark it as fixed. I guess we cannot work on it anymore.
