My screen resolution is 1920x1200. When I resize foobar2000 or Supreme Commander beyond a resolution of (approx) 1904x1200, the excess is not drawn and contains the graphics that were previously at that location.
This does not occur with some other applications (e.g. explorer or winecfg). This problem is unique to wine.
I am using xmonad as a window manager, without window decorations. This occurs no matter where on the screen the window is positioned.

The red is caused by the red outlines (1px wide) of non-fullscreen applications when using xmonad

Also, I have to add firefox to the applications where this occurs. This problem occurs unchanged in 1.1.23.

In Wine the window can be resized larger than the screen resolution (even though the application will not use all its surface, as this bug is actually about).
I suggest closing this bug, and creating a new one, reporting that a window can be resized larger than the screen size.

I tried with Total Commander 7.50a, and foobar2000 v1, and they do use the whole window surface when maximized; also when the screen panel is hidden in a corner, so the window has all the screen to itself. I'm using the default Ubuntu 9.10 window manager..
Anyway, this is a separate problem than the one you originally reported in the bug Description. Please file a new bug. IIUC it should be named, for example, "foobar2000: Application does not use the whole window surface when it is maximized".
TBH, it's a bit confusing. Your maximized window has no borders, and it's difficult to tell where the window ends.. especially since the 16 pixels at the bottom are all white. I mean, if there would have been some garbage in that region, like in the other screenshot, then it would be clear.
