It gets further now, but the install still fails in that it repeatedly puts up a dialog box saying Run-time error '430': Class does not support Automation or does not support expected interface So I'm changing the component to OLE.
You have to fake IE's registry key still, and you have to install mfc42u.dll. I'll attach a script that makes that easy, along with a +msi,+ole,+text log.
I guess the next step is to try this with native DCOM.
