Flickering on viewing a camera stream with activated hardware accelerated d3d11 setting is back. Desktop picture and camera picture is swapping. It was gone with 10.0 stable - it's back with 10.12 (maybe some versions earlier).
Software rendering works still fine.

.. which has the same issue. With software renderer, an standard-MP4 is shown normally. With D3D11 you will see "nothing". So you can test without a real camera-system.

Flickering is gone and picture is back.
There's a little glitch left - picture area (manufacturer call them "split") has a dynamic toolbar. It should be visible, if mouse enters the split - and hidden, if mouse lefts the split.
At the beginning it works fine - but after some playing around, detection of entering the split within the application is gone. Only if you move your mouse from a different application into the split, toolbar will be visible again.
Maybe it's some part of your awesome work?
