Should be (not the missing "=n" in your example):
WINEDLLOVERRIDES=ole32,oleaut32=n wine 'c:\Program Files\Microsoft
Office\OFFICE11\EXCEL.EXE'

Also please upgrade to the latest Wine version - wine-0.9.39, (re)move ~/.wine
directory and reinstall office.
