Not immediately noticeable, since the shortcuts end up in the user's gnome/kde/$DM program menu/desktop, but I've noticed it while making sure shortcuts were indeed installed. Every time that shortcuts are (in windows) installed to All Users, on Wine, they're installed to the local user's folder.
Apps affected, Photoshop, Microsoft Office Viewers, probably everything?

those should be in C:\users\Public, not under the current user.
