If I've got Steam client window opened on a page where some help tooltips are expected to popup on mouseover's over some UI elements they would popup and show as a top z-order window no matter is the Steam windows currently active one or not. An example how might it look like may be seen in attached screenshot.
Easiest page to trigger the bug is the "Game details" view in the games library for the games with "Achievements" available - there would be tooltip popups when moving the mouse pointer over the pictures representing the achievements.
This behavior was spotted with wine versions starting at about 1.2-rc1 and up to current 1.2-rc4. Can't tell if earlier versions of Wine suffered the same bug as I haven't got enough free time to compile and do some tests with em.

It happens on the official mac release and happens on the windows client.

Hmm, I can't reproduce this on Windows XP workstation + latest steam client.

Any chance to upload screenshot with this bug for official windows steam client? I still can't reproduce it here on WinXP under VirtualBOX VM + latest steam client. Your screenshot will 100% prove that the problem is in the Steam client and not in Wine.

However, this issue does not seem to appear in windows. So why would the issue arise (both in wine and the native version) only on that Mac and Linux?

Can't reproduce this Steam behavior inside WinXP VirtualBOX VM and on laptop running Windows 7 x32 Starter Edition, so I still tend to treat this behavior as Wine bug.

I can confirm this with Wine 1.5.11. Also, I can provide screenshot where problems clearly don't occur on Windows XP. There should be also noted that these popup windows are taking keyboard focus what can be really annoying.

Please, also notice that even when popup window is spawned on Windows, it is not spawned as always-on-top and doesn't take focus from active application.

If you're using Plasma 5 desktop, go to System Settings -> Window Management (Workspace) -> Window Behavior
Set "Focus stealing prevention" from low to Medium/High/Extreme. For me, it seems that even "Medium" works well and achievements on the Steam client window are not stealing focus anymore if the client window isn't on the top.
