It seems that i have same or very simmilar issue on wine-devel-4.19 (namely https://github.com/Kreytricks/kreytricks/pull/41#issuecomment-554672270) where the wineapp won't even open.

- Install IE8 x64.
I cannot get this far in Wine 4.20, even following the Winetricks recipe (changed for x64 of course). The setup insists that a newer version of I.E. is installed.

I'm guessing that might be the real issue but I really don't know. Blocked.

--- Comment #6 from Louis Lenders xerox.xerox2000x@gmail.com --- Created attachment 65708 --> https://bugs.winehq.org/attachment.cgi?id=65708 hack
This hack allows the installer to start, and it claims at least to finish fine after a while. Haven`t tested anything further
I wonder if this bugreport is really a WONTFIX. I guess when setting version to win2003, wine should report a lower version for iexplore, but is that something that we want/will ever be implemented???
At least it doesn`t exit silently so maybe this should be resolved as fixed or update title?

--- Comment #7 from Louis Lenders xerox.xerox2000x@gmail.com --- Created attachment 65709 --> https://bugs.winehq.org/attachment.cgi?id=65709 iexplore fake dll (32 bit)
Apparently it`s enough to replace the fake iexplore.exe`s in ~/.wine/drive_c/windows/sys{tem32/wow64} with fake iexplore.exe's with lower version number.
I attach them here; then you can start the installer without having to patch wine:)
