The usual question: does it happen with the demo https://silent-hill-4-the-room.fileplanet.com/download
Yes it happens with the demo and this is still an issue on wine-6.0rc1.

--- Comment #8 from Matheus matheus.venturini@acad.ufsm.br --- I tested the GOG version with Wine 7.0 on a fresh prefix and could not reproduce this issue, it worked perfectly for me. The games released on GOG generally come with some fixes and patches already applied, so this could be something exclusive to the physical release for PC.
In case it's important, here is the output from wine when I launched the game: https://paste.ee/p/gnyOe

--- Comment #9 from Matheus matheus.venturini@acad.ufsm.br --- I tested with 7.18 and once again I was not able to reproduce this. I installed the demo on a fresh prefix with virtual desktop enabled, the game starts at 640x480 but I am able to change it to any resolution without any issues.

--- Comment #10 from Matheus matheus.venturini@acad.ufsm.br --- Created attachment 73244 --> https://bugs.winehq.org/attachment.cgi?id=73244 Log made with 7.18
In this log I change the resolution to the maximum the game allows and then play through the opening nightmare sequence, then I change my resolution to 800x600 (from the in-game menu, not the title screen one) and continue playing for a small bit in the apartment.
