[Bug 9196] wordpad failed to properly display a Word 6.0 Document ( Photoshop 6's readme file)

At the very least, we should put up a fatal dialog saying
  "Cannot load Word for Windows 6.0 files"
just as native XP and later does, instead of
displaying garbage.
