Looking at the discussion, the problem mentioned resulted from using an tailored boinc client downloadable from: http://www.bm-makler.de/setiathome/boinc/pc/Boinc_5.2.13_P4_Athlon64_SSE2.zi...
The tailored version utilises the *80.dll's. I got Boinc installed. Then one has to replace the files of the standard boinc with those of the tailored version. The tailored version however incorporates the *80.dll's. Upon executing boinc.exe the error message pops up.
Since you already closed this bug and spent time and effort, I won't dare opening it once again.
