msi: Reset ALLUSERS property from 2 to 1.
This patch fixes the MS Visual C++ 2005 Express installer. Lukasz, please
try AutoCAD 2008 with this patch applied.
It works for AutoCAD Electrical 2008 on wine-1.1.34-530-g8199784 with your
patch. Thanks. I hope it will be in 1.1.35
