In Windows, if you type explorer http://www.google.com, Windows open the
default browser and launches the url.

In wine this feature does not work. Instead, it just open file manager.

Please do not change initially reported version. Saying: still happens in
1.3.23 is enough.

Confirmed in 1.3.28.
Although it seems to open the web page in the system default browser, so I'm
not sure if this is really a bug

This is fixed, not invalid. Older wine launched winefile, instead of opening
the webpage.
