w2ksp4 and xpsp2 (German versions) give:
"%c"   : 04/07/07 12:07:59
"%x %X": 04/07/07 12:07:59

The testcase is not optimal (Day and Year == 7; 12 or 24h).
Tested with an increased value (1day+6h: 30*3600 seconds) on w2k:
"%c"   : 04/08/07 18:07:59
"%x %X": 04/08/07 18:07:59
