wine-stable is a wrong dependency.
No, it's not. The winehq-stable package does nothing but install symlinks that allow you to use the winehq packages systemwide as your default Wine version. It depends on wine-stable because by itself it is useless. And FYI, the wine-stable package depends on wine-stable-i386 and wine-stable-amd64: all three packages are needed.
The packages are working as intended; the fact that you can't install them indicates a problem with your system. If you need help figuring it out, ask on the forum.
