The last line results in the following failure:

https://download.opensuse.org/repositories/Emulators:/Wine:/Debian/Ubuntu_18...
 Reading from proxy failed - read (115: Operation now in progress) [IP:
127.0.0.1 3142]
W: Some index files failed to download. They have been ignored, or old ones
used instead.

The instructions work fine on my system and no one else has had this problem.

Looks like the problem is your proxy. Ask for help configuring it properly on
the Ubuntu forum.
