Windows 2000/2003/XP can launch an app associated with a file type like so:

$ wine RunDll32.exe shell32.dll,ShellExec_RunDLL sqlsodbc.hlp
wine: Call from 0x559e2200 to unimplemented function
shell32.dll.ShellExec_RunDLLW, aborting (megasnip)
