That's not an output of the command 'locale'. If you tried to imply that your locale is set to english then you need to set your locale to an arabic one.

i can't do that, cuz i want to make my OS. English with Arabic enabled, I don't want to make it with Arabic interface.

--- Comment #20 from M. Bashir Al-Noimi mhdbnoimi@gmail.com 2009-06-29 08:16:16 --- Because wine didn't resolve characters issue I forced to use VirtualBox, thus I fixed the problem. But after two years of suffering with VirtualBox I decided to use wine once again so I noticed that this problem still exist.
Today I'll reopen this bug report and I wish to fix it as soon as possible.
note: I tried to fix this issue by doing the following steps: 1) copied tahoma.ttf to /home/mbnoimi/.wine/drive_c/windows/Fonts 2) run Dictionary.exe executable by passing LANG=ar_SY.windows-1256 wine Dictionary.exe

Ok, I've upgraded my ubuntu to 9.04 then checked my system to be sure from supporting ar_SY.UTF-8 local ... everything was ok.
So you can check new log file from the attachments (see ar_SY.UTF-8 local).
After that I tried to run Arabic application (see win32-app.tar.bz2) which is using "Traditional Arabic" font before and after applying Arabic local (see wine-before-local.png and wine-after-local.png) and I noticed that wine could run Arabic characters but not correctly because Arabic characters uses attached glyphs (see windows.JPG).
By the result, wine could run applications in ar_XX local but I couldn't appear Arabic attached characters correctly.
