The "tracert" utility does not seem to exist in Wine.

You need specifically to have a Windows program invoke tracert?  Or you just
need the functionality of tracert, in general?  Because, on Unix-like OSes, the
program is called "traceroute" and is almost always pre-installed.  The name is
shortened on Windows because of the old 8.3 filename limit.

Looking back, there's not much reason for this feature request to exist.  If
some program actually requires Wine to provide tracert.exe, then a different
bug can be opened at that point.
