After successfully installing Pool of Radiance 1.4, and using the nocd patch as suggested in the appdb comments, the game does not start.
Running wine por2Main.exe opens a black window in the top left corner of the screen for a very brief moment, and then the program quits.
I attach the stderr of WINEDEBUG=+relay as a gzipped text file.

Could you try the stupid hack attached? To me it looks as if the app is again not happy with reported screen depth. Apply the patch, recompile, then run with:

I tried your change, but it did not fix the issue. No change in behaviour is noticeable.
I tried with WDEPTH=16 too, and apart from some warnings like "err:x11drv:X11DRV_CreateBitmap Trying to make bitmap with planes=1, bpp=16" the program still behaves in the same way.

0.9.35 is also good. Therefore it must be between 0.9.35 and 0.9.36.

wine-0.9.36 good, wine-0.9.37 bad.
I have a very simple configuration, with no library overrides, PixelShaderMode enabled, VertexShaderMode hardware.

ddraw: Some caps fixes.
Cards at DirectX7 times did not support non power of 2 textures, and some games check the capatiblity flags incorrectly. Rollcage expects the D3DPTEXTURECAPS_POW2 (limitation) flag set and fails with the reference rasterizer which support NP2 textures and doesn't have the cap set.

Reverting the changes from d9fef10b71b9add27cfaeffa6d7e3ab42342bba7, specifically reporting the Hal device instead of the RGB device, prevents the game from starting, but don't have any other influence. In the main game the game tries to lock the depth buffer, which is not implemented in Wine, and never has be. I suspect(but have no proof) that this causes the flickering objects in the game.

I just realized that this is confusing and broken english.
Changing the RGB device to the Hal device prevents the game from starting - it silently exits, no crash or complaint.
Any other change from the patch has no influence on the game. The game starts and behaves like it does with an unmodified Wine code.

I applied the patches from the wine-patches status page to 1.3.32, and the game starts. So the patches solves this regression.
The other regression for this game about graphic problems remains, as described in bug 10164, which still makes the game unplayable:
