Could you add some more information?
1. System details (gpu, gpu driver, kernel version, distribution)
2. Could you explain what's the reason of the --opengl argument (wine
gta_sa.exe --opengl)?
3. Could you retry with a clean wineprefix?
4. Could you have a look at this bug:
