Downloaded NSIS 2.07 from sourcefourge and the install of that works perfectly
(and uses its own install code so should be an accurate representation of an
install produced by that product). The install completes fine and does indeed
show the panels, including one containing a license agreement.

Resolving worksforme - any problems, please reopen and give an example of the
failures.
