Not having the debugger installed is usually the symptom of installing from rpm. and not from source. Most packagers do not configure the debugger with the assumption that if you are using the rpm you don't know what to do with debugger anyways.
When you install from source using ./tools/wineinstall program the debugger is automaticly configured.
If you know what to do with the debugger, the instructions for setting it up are here http://www.winehq.org/Docs/wine-devel/dbg-config.shtml (you need to run regedit to add the entry)
