Internet Explorer 8 crashes while opening .vsd file after installing MS Visio Viewer 2013.
Mint 20.04 64bits (Ubuntu focal 20.04 based) with a 32 bit prefix.

I can't reproduce a crash. You need to be more specific with instructions.
Install IE8 in 32-bit WINEPREFIX (WINEARCH=win32)

Install MS Visio Viewer 2013:
