Steps to reproduce:
1. Launch Photoshop 2. Click File -> Open in mini bridge 3. Navigate to a folder with multiple subfolders
The subfolders are not ordered alphabetically, but in an apparently random manner. They are definitely not ordered by creation date ( I created the situation in my screenshot using a simple "mkdir a b c d e f g h i j k l" .
