I have civilization 5 on steam, running on wine in linux mint, and it runs just
fine. However, when I exit the game, it confines the mouse to about a third of
the screen's total space in the upper left hand corner and freezes the rest of
the screen.

Hello folks,

no further response from OP, resolving 'abandoned'.
Reopen if this is still a problem with _recent_ Wine version, preferably Wine
1.7.16.
