MR was accepted. For some reason,
https://testbot.winehq.org/FailureDetails.pl?Key=731 shows this still happening
after the MR, but only in individual test runs.
http://test.winehq.org/data/tests/user32:msg.html seems to show this was
reliably failing and is now passing, so I think this is fixed.
