setlocale doesn't recognise any of the following locale aliases listed in
http://msdn2.microsoft.com/en-us/library/39cwe7zf(VS.71).aspx

This list is exhaustive TTBOMK.  After setting locale to them, setlocale(LC_*,
NULL) still returns "C".
