Tried it again just now.  In general things work 
better; you no longer need to set win98 emulation.
Internet registration still fails, but
not with the same error, it just says something failed.

And in fact when I ran d:\install\ereg\ereg32.exe explicitly,
registration succeeded.  So now it's down to something
subtle...
