I found out that selecting another region from the drop down menu skips the error mentioned at title and exposes a new wine bug. It seems to be msi related that msi doesn't find a cab file.

The patch indeed seems to solve this bug.
But the installer doesn't seem to go nowhere even fixing this issue.
