[Bug 21948] New: Sid Meier's Alpha Centauri does not start at all if started from the shell

I have installed Sid Meier's Alpha Centauri on latest git version, and tried to
run the game in two ways:

1) Choose to run the game after installation in the install dialog. This got
the game working well enough to let me get bitten by the already known bugs.

2) Typing wine "C:\Program Files\Firaxis Games\Sid Meier's Alpha
Centauri\terran.exe" in a shell. This causes the screen to change mode, and
then change back. After that, wine exits and nothing more happens.

I forgot to say that this is a regression since sometime after 1.1.27. That's
all I know for now.

Does the program work on Windows if you invoke it that way from another
directory, using cmd (NOT explorer)?

This bug is invalid - lots of windows programs _CAN NOT_ run if started from
wrong working directory.

Yes, it does run if started from its directory. For some reason, I have always
done that before but not now.
