--- Comment #1 from Bruno Jesus 00cpxxx@gmail.com --- It's expected that installing Balabolka alone will not do anything because I think it does not come with the voices. But even after installing MS TTS package from http://www.bytecool.com/voices.htm it still does not recognize any voices.

These are the same voices available under SAPI5 on Windows.
At this point you should see available voices under the Microsoft Speech Platform tab. If you attempt to "Read aloud", you'll might see an error "Can not synthesize the speech OLE error 80004005". This indicates that msxml needs to be fixed.
Install https://wiki.winehq.org/Winetrick. Run winetricks, and select "Install a Windows DLL or component." Install msxml3. After restarting Balabolka you can "Read aloud" and save as mp3.

As for comment 2 I don't know what version of wine you are using but I don't have that problem here, there is no need to install packages manually too. All you need is to run "winetricks speechsdk" and install the program.
