This happens with Rome Total War ver. 1.5 as installed from the Gold Edition pack. It also happens in the Barbarian Invasion expansion.
On the campaign map, moving the mouse to the borders of the screen is supposed to move the campaign map around. However, it only works when moving the mouse to the top or to the left sides of the screen. It does nothing at the right or bottom sides.
Similar behavior is experienced in the battle screens. Nothing happens when moving the mouse to the right or bottom sides, when it is supposed to move or rotate the view.
This might sound like not such a big deal, but for me it makes the battles practically unplayable.

One more thing to add, I just installed the demo and tried that out, and the problems happen there as well, both with and without virtual desktop.

This maps the camera controls to the WASD keys for up, down, left and right, respectively. Camera rotate is mapped to Q and E.
I actually find this setup easier to use than moving the mouse around to move the camera, but then I play a lot of FPSes!! Your mileage my vary.

I just discovered that this bug depends on the screen resolution. The game works normally for me when the resolution is set to 1280x1024 (my max). Note that the in-game settings menu will change the campaign map resolution, but the battle map resolution can be changed as well by editing the preferences.txt file in your installation directory.
I initially had the bug too, then fiddled around with resolutions and it went away. Not that anything is fixed, a clue perhaps?
I have the same version (Gold Edition CDs). Mandriva 2010; fglrx 8.68.2/Catalyst 9.12; 'vanilla' Wine 1.1.36 32-bit from src.
(BTW in-game if you double-click a unit to focus, left-right arrows swivel camera)
