The game will not progress past the child birth sequence. After choosing your sex and hearing some dialogue, you can do nothing but hit E to cry while the doctor stands over you in an idle animation sequence with the background sound still playing.

As more important note, you can’t run fallout 3 at all without the patch, for more info check the game’s page.

Try to set bUseThreadedAI=1 in your fallout.ini. Hope this will help.

Still present in 1.1.30. This ini entry works around it.
