The Wine winhelp does not appear to support "imagemaps". (By imagemap I mean an image which when clicked takes you to a new page.)
For an example, download whatsnew.hlp from http://bugs.winehq.org/attachment.cgi?id=14569
You should be able to click the text in the image to go to various pages, but Wine winhelp does not allow you to do that.
