Terminal output on wine-1.3.19-49-g92e05ed

Steps to reproduce:
1) remove ~/.wine
2) winetricks dotnet20 tahoma vcrun2003
3) install AutoCAD
4) wine autocad2008lockedsp1.exe

Behaviour:
"A problem prevented the Service Pack from being installed. Contact your system
administrator. Error Code: 1603"

Expected behaviour:
No error.

This is regression and I think commit 21085edb51fdbab4b256ecb96c0d2849263fac2a
is responsible.

It's not a real regression because file patches were silently ignored
before msi started using mspatcha. Try copying a native version of
that dll to the system directory.

Yes it works but how will that bug be resolved?

The bug is that file patching is not implemented in mspatcha, so it's
actually a duplicate of bug 12501.
