OK now you've got a good point!

I had ran winecfg on its own on one of my ubuntu systems using and the CD drive
wasn't present.

FYI I installed wine from the following repo;
deb http://wine.budgetdedicated.com/apt feisty main

I will run a couple of tests on this scenario tonight, can this be moved to a
packaging bug? I don't believe that repository is maintained by ubuntu so I
can't file a bug with them.

Should this be re-opened and re-assigned?
