[Bug 251] - codeweavers-wine does not install regapi and uninstaller

The installation instructions
(http://www.winehq.com/Docs/wine-user/no-windows.shtml) suggest the following:
  programs/regapi/regapi setValue < winedefault.reg
This consistently failed for me until I added a [Drive X] section in ~/.wine for
the directory containing my Wine source (in my case, /usr/local/src/wine-20021219).

By "consistently failed" I mean that it produced an error message, and did not
build the default registry.  I do not have the error message handy.
